SACRAMENTO – This week, Governor Gavin Newsom signed the following of Assemblymember Anamarie Ávila Farías’ bills into law:
- AB 752: By-Right Child Care Centers
- Allows childcare centers ‘by-right’ in residential zones when those centers are co-located with multi-family housing.
- AB 961: Extending the California Land Reuse and Revitalization Act of 2004
- Supports the safe cleanup and redevelopment of properties impacted by hazardous materials, while limiting liability for those committed to revitalizing these sites by extending the CLRRA for another decade.
- AB 1079: No Stay of Judgements in Voting Rights Cases
- Eliminates the automatic stay of judgement in California Voting Rights Act (CVRA) and Fair Maps Act (FMA) cases – ensuring that justice is not indefinitely delayed and that people of color are fully represented in the electoral process.
“Families need affordable and accessible housing to give their children a healthy start. Barriers continue to exist for developers and providers to build new housing or childcare centers. And now, during a time where the Trump Administration and Republican-led states are racing to the bottom by changing the rules in order to cling to power, California should continue to be our nation’s leader in strengthening voting rights and lifting minority voices. I thank and applaud Governor Newsome for signing these measures,” said Assemblymember Anamarie Ávila Farías.
“The Low Income Investment Fund and Build Up California applaud and thank Assemblymember Ávila Farías for her leadership to help create communities of equity, opportunity, and wellbeing,” said Shelly Masur, ECE Vice President, Advisory and State Policy, Low Income Investment Fund. “AB 752 makes this vision more possible by streamlining the work multi-family housing developers and child care providers are doing together to increase the supply of quality, affordable child care. Reducing the cost and development time of building new child care centers is a key piece of working toward solving our child care supply crisis and we are proud to support the Assemblymember’s efforts in AB 752.”
“The Bay Area Council was proud to sponsor AB 961, which will extend a valuable tool that our members use to build homes, offices, and more in the Bay Area, helping our region’s economy and assuaging our region’s housing crisis,” said Jim Wunderman, President and CEO of Bay Area Council. “We want to thank our member company, Cox, Castle, and Nicholson, for their advice on this legislation. We express our deepest appreciation to Asm Avila Farias for her leadership on this bill and to Governor Newsom for his signature.”
“These impactful initiatives, respectively, could not have been possible without the support of the Low Income Investment Fund and the Bay Area Council. I thank them for their dedication to our communities and helping meet the needs of Californians,” added Assemblymember Ávila Farías.
These bills will become law on January 1, 2026.
